People on the ground often argue that dredging ought to help: it’s common sense rivers, and canals, get silted up why not clear them out, let the water flow? Authorities further from the action, or more able to take a general view, argue that dredging provides at best a temporary fix, and that it costs more than its limited benefits justify. Philip Pullman’s children’s story, La Belle Sauvage(whose hero, Malcolm, works at the Trout in an alternative present) includes a discussion between a farmer and his friends at the inn about high water levels and whether dredging is the answer (the area is then swept by the flood of all floods). There have been exchanges about this in many places, eg the Somerset Levels, but also around Oxford. He said he was regularly on small vessels with such an arrangement and did not experience any difficulty using the ladders.Flooding in recent years has generated controversy - among other things, about whether to dredge or not to dredge. He said the bracket should not be used as a step and that it was unnecessary to do so. ![]() From the evidence available to him as to how and where the ladder was located he said that the feet could go down a couple of steps of the ladder while the upper body was still projectingout through the hatch superstructure at deck level, and the hands and arms could then be brought in and he said there should be no difficulty about continuing down the ladder in safety. ![]() Munson, a Naval Engineer, gave evidence on behalf of the Defendant, in the course of which he produced a cardboard replica of the surface of the open hatch through which the crew-man's body had to be brought and he demonstrated that it gave just sufficient space to admit a person of normal build, and that the arms and hands would have to be brought in close to the body when they were passing through the opening.
